The 2019 edition of the PPEO pulls together key lessons from the 2016, 2017 and 2018 reports; complementing these with topical reflections on recent progress made, and innovations explored, in the energy access sector. The report also looks towards our 2030 commitments to reiterate the need to ramp up action on SDG7 in order to achieve our ambitious Global Goals.

The 2019 edition of the PPEO looks back at three years of analysis to highlight the importance of pro-poor energy access planning, financing and delivery in enabling energy-poor people to access the kinds of energy services they need to thrive at home, in their livelihoods and wider communities. PPEO 2019 builds on Practical Action's multidimensional Total Energy Access (TEA) framework (explored in PPEOs 2010-14), to consider how TEA can be achieved by considering inclusive, bottom-up approaches to the delivery of electricity and clean cooking services from the very beginning of a programme to its conclusion.
